  2. First of all, I have to say sorry because my english is not as good as I'd like to. Well, until 2011 online betting and playing (like poker, casinos, etc) was not controlled by the government because there was a loophole (I think this is the right way to say it). Then, the previous government developed a law to regularize this situation.
So, the bookies, poker rooms and casinos that wanted to do business in Spain had to pay for a legal license in this country.
Betfair is not banned in Spain. Actually, they are working but not the way it used to. I don't know how to say it; what I'm trying to say is that they operate as a bookie like Bet365, not as betting exchange (did I say it right?).
But since the regulation, Betfair do not allow betting on horse racing, so we only can bet in this market in three bookies: Bet365, GoldenPark (an affiliate of Stan James) and LB Apuestas (affiliate of LadBrokes).
I hope this helped you to understand the situation of online gaming in Spain.
Don't hesitate to write if you have any doubt of what I have written in this reply.
    Again, sorry for my english.
    Greetings from Spain.
    :-)
